Ministers Council
represents local lay ministers
The Oakland
Diocese is the first in the nation to have a Lay Ecclesial Ministers Council
that is part of its official consultative bodies. Organized in 1999, the
council draws its membership from among the more than 300 lay ministers
in the diocese’s five regions. Anna Horen, pastoral minister at
St. Joan of Arc Parish in San Ramon, currently serves as council chair.
The council recommended a mandatory salary scale and job classification
system for parishes that was adopted in 2001.
It also established job descriptions and guidelines for pastoral associates,
developed an informal conflict resolution process for use with pastors,
and recommended creation of a master’s degree program at Holy Names
University for the spiritual formation and professional development of
lay ecclesial ministers.
The council sponsors retreats, study days and regional meetings for lay
ministers.
